The Utility Emergency Services Fund has provided grants to households in need of assistance with their utility bills since 1983. The grants are made to eliminate the client’s arrearage and provide a new beginning of self-reliance. When available, additional services including energy efficiency counseling and budget assistance is provided.

Our Intake Sites, located throughout Philadelphia are available to residents to assist in applying for a grant. If eligible, UESF will give a household up to a $500 grant (PECO, PGW or the Philadelphia Water Department) in emergency aid for a utility account that is shut-off or in notice of termination. The grant must reduce the bill to a zero balance status.

Since its inception, UESF has helped residents of Philadelphia with over $55,000,000 in emergency financial assistance. As an independent, not for profit organization, UESF prides itself on being able to assist those households that have no other place to turn in times of need. By providing emergency assistance, households get the chance to start again. Second chances are infrequent and sometimes critical for survival.

Applicants Need The Following Documents When Applying

  • The Utility Bill
  • Notice of Termination (Shut Off)
  • Proof of Income
  • Social Security Number
